Togepi is like a legendary, except it isnt, but it must be gotten by special means other than 60 posts. Is that you will be able to use his Time Travel ability(to some degree). Rules will be set, but Celebi will be an amazing Pokemon to have in your team. (But it might have been Mewtwo gains 6000 exp., and his bar goes up a little, and dratini gains 6000 exp, and his bar goes up a lot.)
