You need a Wailord, which evolves from a Wailmer at Level 40, one with Dig, and Relicanth. If you used up Dig already, then deleted it (Like I did in Sapphire >.>), then you have to use a Trapinch and level it up to know Dig. It sucks. Despite this, the Regi's are my favorite legendaries.
