Spamming the E4 + Exp Share is imo the best way to lvl low lvl pkmn.

now he uses bite on manaphy

 

Manaphy tries to escape but gets hit on the leg. Tirtouga clamps onto Manaphy's leg and pulls him down deep under the water. Manaphy uses Tail Glow again and then uses Shadow Ball on Tirtouga.

Manaphy sees Tirtouga and uses Psychic to stop him completely in the water and then he uses Psychic again to make Tirtouga spin around and get dizzy.

When Tirtouga is spinning he gets in his shell and uses aqua jet while he is in his shell and is heading towards Manaphy

 

The Aqua Jet breaks through Manaphy's psychic power and hits him hard in the face. Manaphy is thrown far back into the war. He floats up to the top of the water and faints. Tirtouga wins.

Also I FINALLY got my Serperior to lvl 100. I removed it from my team though seeing as it's not that good to battle the E4. That and I now have an extra space in my team I can use to put Pkmn in training in.
