This card can attack your opponents life points directly by banishing 1 water type card. For every banished water type card decrease the attack and defence of this card by 200.

OCG:

Once per turn: You can banish 1 WATER monster from [Location]; this card can attack directly this turn. This card loses 200 ATK and DEF for every banished WATER monster.

Most importantly: where are the WATER monsters coming from? You hand, the field, the graveyard or some combination of them? This needs to be added to the effect.

2700 is a too much for a level 6, and as the effect is entirely optional it can stay as a 2700 beatstick as long as you have monsters for it to run over. That it can then launched direct attacks for over 2000 (until the ATK loss kicks in, but there's way around that) just makes it worse.

Either make it level 7 (which isn't as big a problem for WATER as for other Attributes, thanks to A Legendary Ocean), reduced the ATK to about 2500, have it require a WATER tribute, or make the need to banish a monster a requirement for it to attack directly at all, even against an empty field [This card cannot declare a direct attack unless you banish 1 WATER monster from...], rather than allowing it to do so under any circumstances. In the last case, you could reduced the ATK loss to 100/monster, since it's no longer needed to stop the thing running rampant as much.
