The problem is that this thing effectively gets a free direct attack when it's summoned. Giving it a high ATK is a bad thing.

Make the effect happen when it's Tribute Summoned, like Monarchs, so that it's harder to bring out (perhaps even need 3 tributes, or certain type/attribute tributes), and drop the ATK back down to around 2500 or so. Alternatively, you could prevent it from attacking in the turn it uses that effect, so your opponent has a chance to summon something to protect themselves with.

That it can be the only level 8 out is meaningless when it's a level 10 monster - in fact it's likely to benefit it, since your opponent can't bring out level 8's that they might need to beat it.

if you looked at the top the card had a weaker attack and it can be destroyed eAsily by a spell card or trap. i agree with the monrch idea actually i will probaly include it in some new cards

yeh i screwed up with that it is meant to be level 8 the card

I thought the second card had superseded the one in the OP; the lower ATK value is better, but as a level 8 could be raised slightly. Being destroyable by Spell/Traps doesn't help if you don't have any you can use and your opponent summons this when you have 2200/2900 LP left (depending on ATK). It really should have some sort of Summoning Conditions and/or only get the effect when summoned a certain way - as it is you can just Monster Reborn it and instantly wipe their monsters.

On closer inspection, the second version is destroying itself as well now, which mitigates the direct attack issue and makes it fairer, but makes it's ATK value almost meaningless, since it's only going to get to use it if it's set and then attacked or flipped by an effect, and that won't happen very often.
