Two Harpie Lady Decks with Field Support

Question One: What would be a good Field Card to Terraforming Ratio based on those two decks (excluding “Harpies' Hunting Ground” but already included 3 “Harpies' Hunting Ground” in those two decks.)?

You don't need mirror force for a Harpie deck. They are meant to swarm the field. You need Royal Decree to protect your Harpies from trap cards that can really damage the deck's play such as Bottemless Trap Hole, Dust Tornado, Mirror Force , Negate Attack, Sakurasta Armor(W.E. it's called),Magic Cylinder, and other negate cards.

Don't try and run two different field spells. They'll clog up your hand and you'll not have the one you need when you need it. Hunting Ground is the better option - it gets rid of their back rows and Harpie Queen is more flexible than Terraforming.

Sisters and Pet Dragon are bad. Sisters needs Egotist to bring it out, is dead if you draw it, and only has 50 ATK more than Queen. Run 1 at most. Pet Dragon has too low a base ATK for a 2-tribute monster to be any use. If you want one of the dragons, stick to the baby version. Birdface is also bad, especially at more than 1 - with only 3 targets multiples mean you're more likely not to have any Harpie Ladies left to get with it.

Pure Harpies won't be effective, because there aren't enough of them, at least not that can be used in one deck. There's a number of other monsters that can support the Harpies though, such as these:

Mist Valley Falcon (Even more ATK on a level 4 than Harpie Queen, and can return your Harpies to the hand to use Hunting Ground's effect again)
Flying Kamikiri #1 (Since you're using Harpie Lady 1, you have enough targets for it)
Hunter Owl (Can gain massive ATK boosts from Lady 1, and 2 can lock your opponent's attacks)
Dragunity Darkspear (Free revival for your Harpies in the grave, and thus another S/T destruction with Hunting Ground)
Blackwings:
There's a variant that's Blackwing Heavy and uses Dark Simorgh, but even in a regular build there's a couple of note:
Blackwing - Gale the Whirlwind (Best Winged-Beast Tuner, and one of the best Tuners overall, in the game. A free Shrink effect once a turn is not to be treated lightly)
Blackwing - Zephyrus the Elite (Another bounce of a Harpie and a free monster. It's a one use only thing, but can still be very useful.
Summoner Monk (The better Harpies are level 4, and it helps get rid of dead field spells.
Mist Valley Soldier (A level 4 Winged Beast Tuner. The effect is OK for clearing stuff like Synchros, but it's main value is getting into level 8's with a Harpie)

As for the spells, Egotist at 3 is too much. Sisters at 2+ is bad even in casual, meaning you'll have at best 4 targets for it, and there's a good chance you'll draw into at least one of those. 1 is enough, 2 if you have sisters.
Lightning Vortex is redundant with Dark Hole. The discard will hurt, and Harpies can recover from the loss of a monster or two.
Swords is OK if you find you need the stalling, but if not don't keep it because you think it's good.
Ecstasy Spark would be a good card, if the monster you need to bring it out were not basically unplayable. As is, don't run it unless you're adamant on multiple sisters.
I haven't tried United we Stand for Harpies. In theory it can be good, but it relies on you swarming. As an alternative, consider Phalanx Pike. 900 ATK for each monster with the same name in the graveyard, which for most monsters means 1800 at most, but because of Harpie Queen's effect (or rather condition, as it can't be negated), you can get another 2700 ATK if all your other Harpies are in the grave.

You're missing staples like Monster Reborn and Book of Moon. Mystical Space Typhoon is nice, even with Hunting Ground, for flushing out larger backrows, and Giant Trunade can help to push for game if you don't need Hysteric Party to do it. Shrink and/or Forbidden Lance can be nice as well - either cut your opponent's monster down so a Harpie can destroy it, or reduce the ATK of your own monsters to avoid Bottomless Trap Hole.

Despite what the other commenter said, Decree is bad in a Harpie build. It shuts down your best swarming card as well as your defensive traps. If you want to make a push, Trap Stun would probably be better. Mirror Force is good for Harpies. They may swarm, but they're not big monsters, and aren't heavy on monster destruction.
As good as Hysteric Party is though, you don't want three. You'll curse when you draw it into an empty hand, or with no Harpie Ladies or Harpie Queens in the grave. Mist Valley Falcon/Blackwing Zephyrus can also re-cycle it for you when your Harpies are gone. Run 1-2, and a Call of the Haunted. It only gets you 1 monster, but it can get you anything, and you don't lose cards from your hand.

You should have Icarus Attack. It's quite possibly the best winged-beast support card in the game, tributing 1 to destroy any two cards. It's Semi-Limited because of Blackwings, so run the 2 you can.
Other good traps include Solemn Judgement, Bottomless Trap Hole (or Solemn Warning if you're rich/playing virtually), Dimensional Prison and Fiendish Chain (again, it's a more expensive card, but you can return it to your hand to re-use it)

Decree is bad in Harpies, you need to run good traps.
Needs more staples and take out the worser spells like Lightning Vortex.
