This card would actually be really useful, though it should probably be in Realistic Cards. I'm assuming you mean both players' Standby Phases, otherwise that needs clarified. Nothing else majorly wrong, though there are a few other minor errors. 7/10.

[FF Fan]

Is that your Standby Phase, your opponent's? It's not clear here. Phase in Standby Phase should be capitalized like this as so does "Life Points". Effect Monsters should be capitalized like this as well.

It says "every standby phase" so yeah it includes your opponent's standby phase as well. I went ahead and did the whole Capitalization on them since I noticed that there was something missing from the Lore anyway. As for why it's in pop culture cards, I felt it probably should be there since Lilith from Darkstalkers is in the Picture.

A boosted version of [i]Skill Drain[/i] with higher cost. Well I suppose I might play this card in my Skill Drain Deck. Could really come in handy.
