This card cannot be normal summoned or set. This card can only be special summoned by the effect of Cyber Golem LV 6. When this card is successfully Special Summoned, destroy all spell and trap cards on the field. For each card destroyed by this effect, the controller of that card takes 300 damage.[/spoiler]

lv9 is only a slightly watered down form of Chaos Emperor Dragon's effect, which thus is boring

plus it's way too easy to get out via lv6
