The Weirdest Card I've Created

I've created some somewhat strange cards. This is probably the weirdest. You'll probably all hate it, but I love it.
Zatosan - Bird of Movement

Lore:
1 Tuner + 1 or more non-Tuners
This card cannot be placed in a Monster Card Zone. When this card is Synchro Summoned, you can place it anywhere face-up. If this card is placed on a Deck, shuffle both players Decks. When this face-up card is drawn, both players discard their hands. Then return every card on the field to their owner's hands. If this card is in the Graveyard, remove it from the Duel. If this card is in Removed from Play Zone, add it too your hand. If this card is in your hand, permanently reveal it to your opponent and return 1 monster on the field to it's owner's hand. As long as this card remains in a Spell and Trap Card Zone, both player's must return 1 card they control to their hand in order to declare an attack.

OCG fixes, criticism, comments, suggestions, etc. appreciated.

OCG looks good heres what I would fix: "Once per turn, If this card is in your hand, reveal it to your opponent and return 1 monster on the field to it's owner's hand." Otherwise what a creative card I applaud you for creating a card that stands out from the rest of the typical realistic cards. I like it's effect really innovative on what you done.

A guaranteed return card when declaring an attack. Useful with SoRL. ^^,

Okay:
@lvl1hero: Your supposed to Synchro it, then depending on where you put it, one of it's effect is activated.
@CDD Thanks...I guess. A little more explanation would have been nice.
@LRPXD Thank you. No need for a rep. I strive to make cards that change the nature of the game. For the OCG fix though, I wanted to keep it permanent. Not once per turn.
@Varion It isn't removed from play, it's removed from the duel meaning you cannot play it at all.
@Maha Thanks for the OCG fix. I'll update it now.
@Ragnarok I didn't want to limit it to Extra Deck, I wanted to make it a little more interesting. Thanks for the type fix.
