The rule of 2000...
The "Rule of 2000 ATK" is a general rule that applies to Level 4 or lower Monster Cards; it states that once Monster Cards get to 1900 ATK, to go further, to 2000 and beyond, Special Conditions had to apply to the monster to limit the card.

If this cards attacks an opponent's monster, this card gains 400 ATK during the Damage Step only.
These two are complete contradictory. Granted it is an effect that lets you gain 400 ATK, but your base attack is already at 1900. If you wanted to keep this effect and make it seem more realistic (that is, if you want it to be realistic), I would cut the ATK down to at least 1600 or 1700, and make the Damage Step Boost only 300 ATK. There are a lot of cards that have this similar effect (Jain, Lightsworn Paladin, Crystal Beast Tiger, etc.), but having a high amount of ATK to start with and then totaling out 2300 attack during the Damage Step? Even some level 5 monsters can't stand up to that.
Afterwards, draw 3 cards and discard 2 cards.
OCG fix.

1. Graceful Charity effect. Banned for a reason. It gives the player too much draw power and discard power. It would be useful to run this in Fableds/Dark Worlds, but you would have to tone it down A LOT before that can ever happen. (Maybe draw 2, discard 1)
2. This effect happens during the Battle Phase (from what I understand). If you were running said Fableds/Dark Worlds with this card's effect right now, you could potentially Summon any combination of Level 5 "Dark World" Monsters, which have 2300 ATK. Two more direct attacks from those monsters and you win. That's blatantly "cheating". Again, it would behoove you to cut down the draw/discard effect to make it seem more realistic (it is the realistic card forum for a reason).

Well, I think that's all I have to say. I thank the two years that I have been plaing Yu-Gi-Oh for correcting OCG, and also the twelve "years" of English classes I took throughout my schooling. I don't rate single cards, so you're off the hook. I'll have to come up with some grading system soon.
