1 Tuner Synchro Monster + 2 or more non-Tuner Synchro Monsters
This card cannot be Special Summoned except by Synchro Summon. Once per turn, while this card is face-up on the field, you can negate the Summon of a monster and destroy it. When this card is sent from the field to the Graveyard, you can select 1 "T.G." monster in your Graveyard, and Special Summon it.
The other Delta Accel. Discuss him, and wether he's worth running in place of Quasar for now.

The biggest problem is that the effort and resources into bringing this out won't necessarily win you the game, and destroying this brings out something significantly less intimidating and you might not even have something to bring back. The exact same effort can net you Quasar, which will almost undoubtedly win you the game, since it can attack twice and can negate just about anything, and if it dies, Shooting Star Dragon is still a damn good monster.

That's beside the point. The TCG does not have Quasar yet.

The OP points this out himself, but everyone seems to be ignoring that.

As long as we don't have Quasar, I'd say he's decent. Remember, only idiots won't be using Librarian as material for this, so of course there'll be something to being out.

And my basic point is that Halberd isn't really worth the effort to bring out. I used Quasar as an example of the type of monster you do want to invest that effort into: One that either will win on the spot (it does), have protection (it does) or have some method of compensating you if something goes to hell (it does).

Halberd is a lulzy card to bring out, but it falls short in the areas that matter. It'll screw up your opponent, but if it dies, the compensation is mediocre in comparison, and with no built-in protection, it's extremely vulnerable. In addition, it only gets the revival if it goes to the Graveyard.

Reminds me of this video, because he actually used Halberd Cannon. Negating a summon after Beast and Decree, which stop Spells and Traps respectively, is pretty crazy.

Of course, with Beast and Decree out, Quasar does the same thing by stopping the effect of the Caius, Brionac, etc. that Halberd Cannon would negate, and also stops Rykos that bypass Halberd Cannon. So yeah...
