The points are for the artwork. It contains several OCG errors and redundancies, and the effect is ridiculously overpowered.

This is what I believe the effect should be

 

Pay 1000 Life Points. Neither player can Normal Summon, Special Summon, Flip Summon, or Ritual Summon monsters for the next 3 turns. Monsters cannot attack directly until this card's effect is resolved.

 

I'm pretty sure there are some grammar errors in there so could someone please correct them.
