Continuing with two examples of my cut-down OCG, this also expands the Ice Counter mechanic used by Alexis in the GX manga.

Again, tell me your thoughts on both the cards and the OCG.

[b]Effect:[/b] Used to Ritual Summon "Fenrir, Beast of the North". While this card is in your Graveyard: When a Spirit Ritual Monster returns to your hand; You can return 1 Ritual Spell Card in your Graveyard to your hand.

[b]Effect:[/b] "Hyperborea"
When this card is Ritual Summoned: Place a number of Ice Counters on cards your opponent controls equal to the number of monsters Tributed to Summon it. (Face-down cards can only have 1 Ice Counter on them at a time.) Once per turn: You can banish up to 2 WATER monsters in your Graveyard; Place an equal number of Ice Counters on cards your opponent controls. When your opponent would activate a card that has an Ice Counter(s) on it: Your opponent must remove 1 Ice Counter instead.[/center][/center]

Written card effects over-ride official rulings. Because this says it can place counters on face-down cards, while it is on the field, face-down cards can carry counters, albeit only Ice Counters.
