Do you mean that most decks [b]don't[/b] need it at 3, or that almost every deck [b]does [/b]need it at 3? The latter is what you're actually saying here.

Reaper's cool in some sort of hand control deck, and Zombies.

Actually, I can see the the logic behind that; Marshmallon is generally the better of the two, since Spirit Reaper self-destructs when targetted by a S/T, and its effect that causes the opponent to discard requires it to attack directly.

Meanwhile, Marshmellon has no negative effects, and it inflicts damage when flipped as a result of an attack against it. True, Giant Germ also inflicts damage that way, but Germ has no battle immunity.

Reaper is a lot better then Marshmallon.

You seem to be under the illision that S/Ts target monsters anymore. The only one I can think of off hand is Safe-Zone, which would make your opponent lose their copy to the grave.

A discard eff is much better than a flimsy burn eff. You chose to compare Marshmallon to Giant Germ to show how good it is. That's like trying to say Marauding Captain's broken by comparing it to Batteryman D.
