You know, thinking back, the Gearframe I negated should have been destroyed, leaving you with nothing to tribute. :/

Quasar has to target the card first, giving evilfusion the grace period he needed to chain E-Con, tributing his targeted monster, allowing him to fizzle Quasar's effect.

Well, Quasar doesn't target, but it doesn't destroy until resolution. It still negated the effect when it did resolve, but the monster was no longer there to "destroy" since I chained Controller, Now, if Quasar negated the Summon, you'd be correct.

Link 1: Gearframe
Link 2: Quasar
Link 3: E-Con, Tributing Gearframe as the cost and targeting Stardust.

resolving

Link 3: E-Con takes control of Stardust.
Link 2: Quasar negates Gearframe's activation.
Link 1: Gearframe's effect is negated and does not resolve.
