evilfusion Posted August 22, 2011 Report Share Posted August 22, 2011 Its effect seems to be not when it battles, but when it either selects a monster as an attack target or is selected as an attack target, because that's the only way it can use its effect and then still have the attack negated by Number 39's effect.
