Toffee.
I'm assuming you want the deck to be focused around Sparkman, and all Sparkman-related Fusions, right? Also, your running a lot of situational cards that don't really contribute much to the deck. (Centrifugal, Banner of Courage, Reflector Ray, etc, etc)

Toffee.
1) Yes
Hmm... For a starting base, try something like this: Light Hex x3 Honest Shining Angel x3 Sparkman x3 Priam x3 Stratos Miracle Fusion x3 Super Poly x1-2 Future Fusion Beckoning Light And that's just a basic set-up without including any real staple cards or anything. (To the best of my knowledge, anyway)
2) They're generally good cards, they help.
No, just no. See, you don't want to rely on random Life Point gaining cards or cards that increase ATK/DEF, when it comes to HEROs. If you can manage to Summon something like Shining Flare Wingman, and it has enough ATK(as well as it's burn effect) to do enough damage to push for game, then your pretty much good to go. As it is, Fusions with Sparkman are generally strong and powerful enough as it is. Also, you don't need HERO-specific cards like Hero Barrier and/or Mirror Gate, because they are just too situational for be that effective. Zauls
Do the above and also Rescue Rabbit is great to search out the Sparkmen and Xyz/Fusion.
Bad excuse. This section is a rate and fix deck that tells you what cards you should consider getting for your deck. If you're going to outright refuse to buy new cards, don't post a deck here. You can state that it's a budget deck, but chances are you're probably going to have to buy cards still. Ieyasu Tokugawa
Light Hex x3 Honest Shining Angel x3 Sparkman x3 Priam x3 Stratos Miracle Fusion x3 Super Poly x1-2 Future Fusion Beckoning Light
That's your starting base. Miracle Fusion is a must in any HERO deck. Super Poly can be ignored if you need to keep cost down. FuFu is abusable so if you can get it, do so. Stratos is almost as abusable as FuFu, and...well I don't know why the Light Hex is here and not King of the Swamp, since you can't use the Light Hex's Special Summon effect on the HERO fusions, since most of them say "cannot be Summoned except by Fusion Summon" Honest is broken light support, and I hope by Priam he means Prisma, which is another LIGHT hero and can dump your Sparkman for more fun. Also, Shining Flare Wingman. Best Sparkman Fusion easily, outside of Omni Heroes.

Ieyasu Tokugawa
if you want to avoid needless costs, you could always go to a site like duelingnetwork.com and test it there.

Ieyasu Tokugawa
A browser based dueling simulator. No download, no cost, but everything is manual. Pretty good for playing for free.
Yeah but I'd think King of the Swamp would be better if he ends up running Poly instead of Super Poly, since it's an irl deck and it seems he's trying to keep the cost as low as possible, and King is actually $4 cheaper. Toffee.
And King also searches Poly, so you do have a point there if the deck's cost is like 10$.
Pretty much. Considering Super Poly would give you a lot more field control, but would end up costing you a lot more because the matching HEROs arent exactly what you could call "cheap". And TC, remove Thunder Giant, as he isn't needed.
NumberCruncher
Why were you running Neos, anyway. He doen't seem to do much for your strategy, he has no effect, and he costs 2 Tributes.
