Same goes for De-Synchro. Second, there are currently no Xyz monsters that have effects activated on summon (i.e. "When this card is Xyz Summoned, destroy 1 card your opponent controls"), and almost all effects of Xyz Monsters rely on detaching Xyz Materials. Since this only Special Summons the Xyz Materials that are still attached, you can't re-Xyz immediately if you've "used" the Xyz Monster already: all you have is one monster (or two in the case of a Rank 1 Xyz). tl;dr That's a terrible idea that serves only to stymy the use of a card that could have a variety of broad applications. If its your xyz monster then you can have some interesting fun with Summoning its materials depending on what they are since any restrictions on them would be lifted, etc. But if its your opponent's, then you suffer a -1 while at worst their xyz monster gets degraded into one of its materials after they've already used its effect. Obviously (as has been said many many times) this is intended to be an Xyz De-Fusion that finally works the way De-Fusion is supposed to work, but that does leave it being a bit underpowered.
