Plus it gives you other options outside of lv4's so BRD becomes easier to drop with Goblin and you can make a Lv5 if you wanna be bad and use Veiler as a Tuner. Summoning from the deck is always a better option, but alot of people are going to be maining at least 2 veiler this format because heavy is back and you cant hurr durr set your whole hand anymore.
