While you control no monsters, you can send 1 Zombie-Type monster from your hand to the Graveyard: Special Summon this card from your hand. While this card is on the field, you can also treat its name as "Pleaguespreader Zombie". This card is destroyed during the End Phase of the turn it is Summoned.

It doesn't need the 'must be used as a Synchro Material Monster' part of the effect. Just having it destroy itself would be enough, since most people would Synchro, or otherwise Xyz/Tribute it, that turn anyway.

It's too powerful though - a double foolish allows zombies to set up powerful plays easily, and since it's a special summon, they can just summon another monster to synchro with. It also gives easier access to level 7 synchro monsters, and even if it does end up destroyed there's enough revival for zombies that it's not exactly a huge loss.

Send 2 Zombies from Deck to SS it, a Level 3 Tuner, and Special Summon it from your hand?

Lack of revival abilities hurts it a lot. Zombies thrive off summoning from the grave so whilst a level 3 Zombie tuner is nice, it not being revivable isn't. Since it sends from the hand, it's summoning alone has enough of a cost that it doesn't really need that restriction. If it banished itself at the end of the turn it's effect summons it, or even when it next leaves the field (like the other Plaguespreader), that would limit it's abusability without disrupting the core strategy of much of it's support.

There's no need to exclude itself from being the cost of the SS. Since that effect only summons it from the hand, all dropping another to the grave does is give a bit of leeway against D.D. crow and prevent you using the effect of the second one. It would only need to exclude itself if that effect could summon it from the grave, because you could discard it to summon the same copy.

One other suggestion - have it's name be treated as Plaguespeader Zombie on the field. That way it can be used for the Zombie synchro monsters.
