The problem is, no decks running no Tuners can kill this with ease. My suggestion: Lower its DEF by 200. That does the job enough. It'll be balanced then. It only benefits to the user and the user alone. Plus if you think about it, the card can be activated at any time, so if you were to run out of Life Points, this card would respond by increasing it for every counter on it, which can really add up over time.
