Cards that state that a monster's effects are negated (Veiler, Chalice, Junk Synchron, Debris Dragon, etc etc etc) refer to effects that activate or apply on the Field. Essentially, it's reacting to a response before the response was actually given. Like how a ninja posts an answer/comment right before someone else posts the same thing, except rather than posting the same thing, you reacted to my post.
