It's got a Cyber Dragon effect, but pretty much everything that serves as Synchro support does. 900/1500 is not too impressive, even for a Level 3. It's from the Japanese Promo Pack 13, and a Secret Rare (I think) in that, but that's hardly anything shocking, since almost (if not all) cards in that pack is that rarity.
