After I looked at it, I decided that it was actually quite balanced. 9/10 on that. I think the Soldier would be better if he could be Special Summoned that way, but didn't have to be. Something like thisThis card cannot be Normal Summoned or Set. This card can be Special Summoned by tributing 2 Machine-Type monsters on your side of the field.
