Alright, I'll attempt to put my dislike for dragons aside.
I'm not sure if this was intentional or not, and someone correct me if I'm mistaken on this, but in the way the first effect is worded, wouldn't that allow you to Special Summon it from the Graveyard as well as from your hand?
I personally think you should alter the effect in some way, either make it a cost of 2 Dragons or give it some sort of Draw-back.
The picture is fantastic. Level seems to fit with the Effect/ATK. Now, I'm not an OCG master, but yours is very very good. Considering it's your first card, I think you did an amaznig job!
I'd like to see Rathian as well.
