People already aren't super-thrilled about Dark Hole, which at least pretends to have a downside by destroying your own monsters. Raigeki is a one-sided Dark Hole with no cost. Mass removal is almost never balanced, and Raigeki is an excellent example. It would almost be fair if it said "activate when you have no monsters", but that's still not balanced.
