As it is now , it is very boring ..... You should add another effect.
How about :
"When this card is summoned: You can banish up to 2 FIRE monsters in your Graveyard : Destroy cards your opponent controls equal to the number of monsters banished by this effect. Once per turn : You can discard 1 card from your hand: Inflict damage to your opponent equal to the number of cards in their hand x300. "

This is just a suggestion . But you should add an effect to this card. As it is now it is underpowered .

ok, now let's have a look at the new changes

the 400 atk gain is still meh, but this time it's permanent, so it just might be able to do something, at least in the long run

the 500 burn is also meh

however, you redeemed it by saying when a monster is destroyed, and not HOW the monster is destroyed

since there's no specifications, the burn is VERY easy to pull off, so I considered it good

yeah see in this case it's a lot better

mainly because the atk gain is permanent

since you gave it realtively low base atk it also means that it'll take a while to reach the amt you want and all that

and by then your opponent won't be thinking of destroying it in battle anymore, so it works out
