This card can only be used for the Synchro Summon of an "Ice Barrier" Synchro Monster. The level of all other Monsters in this Synchro Summon are decreased by 1.

That's how I'd do it to keep consistency with rules and the logic of balancing the game.

1) Trigger Effects cannot activate from the Deck unless going to the Deck is an explicit part of its effect (Serpentine Princess). In fact, no card "activates" from the Deck. The Deck has always represented future resources, and another card has been needed to get those resources (Foolish Burial, etc).

2) If the effect was, as I suggested, inherent to its own Summon and limited to copies of itself, it'd have to be a Normal Summon, or else any Summon of this would be a +2.

If it had its current effect, this will be run at 3 in everything. No questions.

Type in its Japanese name on Google. 3/4 of the links on the page come in with the exact OP post's effect (in Japanese).

The other quarter add the extra sentence, "This card cannot be used as a Synchro Material Monster".

Saw that earlier, figured it meant Kagemush/Kagemucha

Exactly. It's not from the manga, this is IRL, so the people above saying "Why are we bawwing about the manga?" are wrong ._.

Even ignoring Tour Guide, this card's effect seems horribly designed. Dropping 3 Level 3 monsters for simply Summoning a Level 3 or lower monster...everyone will use this. And if the wording that either player can trigger their effect to either player's Summon (and ANY Summon), then that just means that Turn 1 or 2 will end with a swarm of these. It's stupid.
