I need to see how the text is going to be written in English. The translation before indicated that Equipping this was a cost, and that it starts a chain to negate Effects, meaning it can't stop Galaxy-Eyes. Neither aspects make much sense.

Pretty much regardless of how poorly it's effect is written, it's going to end up as a BKSS.

The OP's wording is precisely how it SHOULD be written, in my opinion. So, assuming that's the correct OCG.

Card is actually pretty cool. Light, Level 4, 1900 Beast(?) makes it a Horn target, searchable to the Field with Summoner Monk, Chaos Food. The only downside is you can't control 2 of them.

Chaos Number 39 can be SSed anytime, but can't use its effect. Making it a 4400 that negates opposing monster effects it battles is cool. The only problem is it's more a tech if your deck isn't dedicated to the combo.
