Difficult choice. To be honest, it's hard to judge between them because you can't. The only way to actually judge the two games, because they are pretty different, is to access how much they developed their individual franchise as a game.

 

Therefore, Silver is the obvious choice.

 

Majora's Mask was an amazing game. More than amazing. Just not as revolutionary as Ocarina of Time was.
