It makes Laggia with virtually no effort, and (in HEROes at least) is a nice Absolute Zero target once it's been used already. I'm not sure why this isn't seeing more play this format. Not to mention, you're not at risk of your opponent Leviair'ing your [i]own[/i] Rabbit if you first/second turn this, either. Oxygeddon should've had the same effect as this, and Water Dragon should've like, been SS'd from the hand by Tributing 1 of each or something, and had a better effect.
