Anyways, of course, a 1900 ATK level 4, LIGHT monster that is also a mini Solemn Warning, nothing broken there alright. It's totally not bad card design. But again, this isn't about those cards. It's slow enough to not dominate the game, yet is easily countered because it's extremely linear of all things. Rai-Oh is amazing card design and very balanced. It is slower making it not to broken but is still effective. Well your fix essentially does nothing to the card but add text.
