This set has rather impressive Rank 3 Xyz capability.
Sadly, there aren't any monsters that need 3 Rank 3s that have offensive capability.

I'd say that you should make these guys level 4, especially scissors, because the maximum ATK for level 3 normal monsters is at 1750, 1800 is too much for a level 3 effect monster without drawback.
You can also make scissor's ATK 1700 instead
