For the last effect does it inflict 500 to both players?
Actually back up...How will you ever summon this?
Firstly you said 9 turns, not 9 or more, so that makes it hard straight away, you only have one chance. And how do you keep anything on the field 9 turns and hope to have this in your hand at the right moment.? And you'd have to remember how many turns it had been since you summoned the guy.....

This...is definitely original. I really love the concept.

It's just that it's too hard to bring out... 9 turns, but does that count the turn it is summoned on? Also, you should probably add 9 turns or more so it's more playable.
But even then....Maybe make it 7 or 6 turns instead. Yeah, a level 6 monster for 6 turns makes more sense.

Or you could even have any monster since it's already hard enough keeping any monster on the field for longer than 3-4 turns.

The whole idea on the summoning condition is original, yes, but bad. A condition that is larger than 2-3+ turns is already a bad condition. Seriously, I've have had a monster stay out on the field for more than 2 turns (from the fact that I don't play casual), and if a monster for some reason did stay out for more than 2 turns, the opponent was doing something incredibly wrong.

Let's get real here, this card is one of those cases that if you try to make it easier to Summon, you will have to severely nerf its effect so it wouldn't be as strong as its un-nerfed version.
