Would this have the same issue as Dark World Lightning? As in, if they chain with the face down card, would this card simple fizzle?

Interesting. It's a Normal Spell version of MST that only works on Set S/Ts. It destroys regardless of whether you're right, so it starts as a +0 outclassed by MST.

But if you're right, you draw 1, making it a +1. Otherwise, it's a -1 that still got rid of an S/T.

You could also destroy your own Set card, making it a +0 for sure, but that seems like a waste.

Yes. It specifies facedown, so if the targeted card is chained, it is no longer a valid target, and will resolve without effect.
