As it is worded, destroying them is an effect. "Destroy them, then draw 2 cards". Even without the new card text, the line "Do A, then Do B", having ", then" generally associate with them both being effects.

Too bad it doesn't "Draw, then destroy", or else there could've been more antics similar to the White Dragon Ninja and the 7s combo.
