I think the whole bouncing part may be to much, so i may take it off.

Lore: When this card is Normal Summoned: Add 1 Level 4 Rock-Type monster from your deck to your hand. Once per turn: Discard 1 card, then target 1 card you control and 1 card your opponent controls; Return them to the hand.

Well that's kind of the point :/ lol idk i just like giving support to much neglected types. But what's the deadliest this can go for rock-types? Megarock, Gaia Plate, A few Koaki-Meirus?

You're missing the point here. Having the ability to add any Rock-Type monster is too consistent, and consistency is what makes or breaks a Deck in YuGiOh. And want examples? Kay, Koaki Meiru Wall / Sandman / Guardian / Boulder.

I thought fossil Dyna was level 3? Ehh well Rock Stuns get's a mega boost thanks to this card. At least a restriction will keep it from getting to the good deadly stuff.

you thought wrong :D

Also the returning part can be easily abused with swords, safe zone, big bang shot and some other stuff.

I know. That's why i like bouncing so much ^^ This card is meant to be abused in so many ways. Though if you NS, it get's it's effect. If i bounce the above noted spells/traps, then my searcher is left to die. If i bounce my searcher, I preapre another search; Then I lose the field advantage from my NS. . .I'm starting to think that this has too many positives. . .

Nice card, too bad for it's second effect though, having to discard 1 card every turn. I would use this card even though I have no rock cards.

You do it to return a card to your hand and 1 to your opponent; it's reducing field presence, which is, in fact, not a bad effect. This is nice Rock-Support, suffice to say. You should make a couple more, just to see how it pans out.
