This card cannot be Normal Summoned or Set. This card can only be Special Summoned while there are at least 7 non-Dragon-Type monsters in your Graveyard. The Special Summon of this card cannot be negated. When this card is Special Summoned, it gains 7 "Orochi Counters" (max 7). This card loses 200 ATK for each "Orochi Counter" on it. When this card is targeted by a card effect controlled by your opponent, remove 1 counter from this card instead. This card cannot attack your opponent directly

getting 7 monsters to the graveyard isn't too difficult to do

I don't think you need to put a max counter limit here. After all, you didn't say anything in the effect that it gains counters AFTER it's summoned onto the field

also I'm unsure if the counter removal effect should be limited to once per turn or not

It's really, really meh

You're not going to see many cards that target going around, but even if they were running a card that targets, they wouldn't target this with it. AS such, it's a 2600 beater, alone.

Granted, it's not that hard to get 7 monsters in grave, but... I'd rather just get 10 and go for Sephylon instead of getting a virtually effectless 2600 beater that can't attack directly. Why would I really want that, free or not?

Yeah but in the case with Breaker you can only have a max of ONE counter on that card anyway

Well, there is Skill Drain, but... What skill Drain things really fill the grave like that and wouldn't want Malefic Cyber End more, or so my line of thought goes?

7 Non-Dragons? What? You are intending it to be splashable? I was expecting a spirit monster and instead i go this :S I don't know if it is OP'd or not, since 7 monsters in grave is sorta hard to get, but it would make monster mash insane. I could also see it used in rabbits, but less obviously. And once you get it out, basically it is a godly version of zenmaines. So it is for sure nearly OP'd, at the very least make it banish the 7 monsters in grave.

You're kidding me, right?
Landing onto the field with 2600 ATK, no direct attacks, no beneficial effect. Target protection doesn't do much.
Fun fact: There is already a Yamata-themed card, which is, unlike this, a Spirit Monster.

Sephylon the Ultimate Time Lord requires 10, which is virtually the same in Monster Mash.
Only removes counters when TARGETED, not when it would be destroyed. As such, they would never target it.
Any benefits it has with Skill Drain are dwarfed by Malefic Cyber End Dragon

tl;dr no, the card is bad, not "OPd"

Oops. Targeted not destroyed :| my bad. but still that counts as a beneficial effect :P

the effect, I believe everything has been said but instead of just saying Sephylon like everybody else, I think this and Lightsworns could work delightfully!
Mill out all your monsters, if you mill this card use a Monster Recovery, add t to your hand and Special Summon. Maybe if the Orochi counter removal could work with your cards too, it would be interesting to use with a Continuous card that targets every turn, like Infected Mail or sumthing like that.
