It's decent anywhere else, but I've been ignoring it lately, except in Rabbit Decks (because stacking crucial monsters is amazing). I just usually prefer Emeral or Utopia as my generic Rank 4 in most situations, and the situations where those two aren't useful is almost never a situation where Chain is.
