A good card is a card that...is good.

 

A broken card is too good. Often, these cards provide large amounts of advantage for very little effort. For example, Raigeki is considered broken due to its ability to destroy every monster your opponent controls without fulfilling any conditions, paying any cost, or suffering any restraint.
