Perhaps OP'd, but that's why I'm posting it here: if it is- help me fix it, if it's balanced-[s] [size=2]kneel before m-[/size] [/s]say it's cool.

You can all see it's meant to help Xyz Summons.
Nothing else to say.

The card is fine, as it doesn't automatically give you the ability to spam more Xyz monsters. And the fact that you either use up 2 Level 4 monsters to Xyz Telechrome or use another Xyz to SS Telechrome with its effect means that you need to have at least 2 more monsters on the field or another way to get 1-2 monsters on the field after Summoning it.

The "Telechrome" in the effect needs to be in quotation marks.
It looks decent, and shouldn't really need any restrictions.

[Ieyasu Tokugawa]

If you're giving it 0 ATK at least give it 3000 DEF to give it some kind of survivabilty. The effect doesn't really warrant any kind of nerfs since it only does what the deck probably already does.

Though really I see it only as recycling a used up Utopia or something.

hmm, I'll think about the 3000 DEF.

What I see it as, though, is a possible combo with Lavalval Chain or Queen Dragun.

Like, SS Queen Dragun > her effect lets her SS some level 5 or more dragon > Normal Summon something from hand > Overlay Queen Dragun with Telechrome >
use his eff to make the ns'd monster's level the same as the ss'd dragon's level > Xyz dragon and ns'd monster into a rank 5/6/7/8 monster.

I don't know, but I think it has potential.
