Level editing needs to be more generic and better at its own game.

If there are 2 or more face-up monsters with a level and you control at least 1 monster: Draw 1 card and decrease the level of all face-up monsters on the field by 1 until the End Phase.

The card idea came up while talking with a friend about how he wished there was a level editing card that let you draw, too. I decided to expand on that and make it a bit more versatile while restricting it from being used in FTKs. Not sure how well I succeeded at that, and if I might have limited it too much, but eh. Also, it was made to screw up decks like Rabbit and Wind-ups for a turn, though it doesn't hit either too hard.

Deep. Draw. Exodia.

Seriously Monk into Library is a common play there so this is pretty much another free draw card for it. Even then with Momentary Truce Exodia is easier able to last to turn two and wait for the opponent to pull something on the field as well.

I'm not saying it's broken, just that generic might not be the best idea for a draw card, even if the purpose was level modulation. Generic level modulation is something everybody could use without it being stupid, it's drawing that's awkward.

If anything it would be better to go for just the +0 instead of a card that let's you draw. Maybe some destruction effect, or discard effect, idk but unless you make it non-generic drawing is gonna be an issue.

And this was my worry >=

Alright, maybe restrict it to Opp has 2 monsters with a level and... IDK, I'm drawing a blank on a restriction to keep the draw, because that was the point of the card in the first place.

Maybe when a monster with its level lowered by it leaves the field during that turn (Would I word it any differently for Xyz?), you can banish this from the grave and draw 1?

I guess that would work, it would at least restrict DDE from using all 3 since there's nothing for 2 level 1s. They could still just use one or two of these and Xyz into Gachi or Zenmaines when they're done with everything so I'm finding it really hard to figure out myself.
