This is a Continuous Spell. Granted, one can Special Summon a completely worthless monster, but this can't be Solemn'd, and it's a step-up from Fissure, as it Banishes all cards, not just monsters. [/quote] No but it does make it worse. As said above, Macro and Fissure are good because they banish on both sides, not just yours. This is strictly inferior in every way.
