I agree with the above. Being able to return your monsters that have been banished by your opponent (Dimensional Prison, BLS, etc.) or you have banished on your own (Rescue Rabbit, Necro Gardnas, etc. etc.) and to recycle them and on top of that give one of your monsters a small, small boost is a bit broken. Then again, your opponent can use it as well. The first Deck that came to my mind is Fortune Ladies just because how I always had a few Ladies trapped in my banished pile through whatever means and had no way to return them (couldn't draw Fortune's Future for example).

I suggest possibly doing a trade-off, where you can banish one card in your Deck and then add one banish card to your Deck, then possibly draw a card on top of that ? If that still is considered broken perhaps add on top of that the card you banish from your Deck cannot be the same type of card you are returning, or vice-versa (whichever seems more balanced / reasonable). Have a minimum of up to 3 cards being able to be traded, and perhaps all monsters on your side of the field gain 100-200 ATK for each card that was returned to the Deck or put in the banish zone through that effect (same thing really).

I agree, Six Sams are essentially Konami on drugs.

May I make a suggestion? See, Psychic monsters would love this because it likes to return banished monsters. Also Banidragons can fall upon this card as well. I think another cost is necessary entirely. Alternatively, you could have a restriction upon it.

For example, you can add "Activate this card when your banished pile contains only Monsters", because, despite maintaining the effect, it somewhat balances to a degree.

How do I know if a card is OP or not ...? I cannot tell ...

For example: I know Rageki is OP but I thought Monster Reborn is too but it is not forbidden. I thought Pot of Greed is A-okay! But it isn't. And why is Premature Burial forbidden? ... Well to be honest I don't think "Excluded Paradise" is OP but if you say so I will change the card's lore:
