Article is Super long but full of interesting insights on how the creation of sets ans such is developed sure MTG is a totally different game but design of card games are just the same in any case...but to sumarize
1) All The Cards Cannot Be Good: By definition, some bad cards have to exist. (The most important reason.)

Guys, IRL card packs are the same as a crane game.
You spend the money to give it a chance.
You don't always pull what you want.
But when you do, you happy about it, regardless of how much you spent.

Also, in terms of card packs, I only really get card packs of the latest series at holidays and/or my birthday. Every other instance, I just buy singles.
Though, it does help if you use some of said "filler" as trade-bait, because you know people are looking for cards X, Y, and Z, which to you, are completely useless.

Opening packs is like having a baby. It's fun every single time, but your chances of success are not 100%.

...ignore the metaphor. But, yeah, Dae summed it up with the MtG comparison. They have many great reasons for certain filler cards, and Konami uses very similar logic.
