When you control this card; You can equip this to a WATER monster you control. It can attack directly, but its ATK and DEF are decreased by 1000 points. When this card you control destroys a monster by battle; Special Summon 1 WATER monster with a DEF of 1500 or less from your Deck in Defense Position. Its effects are negated and cannot be used as Xyz Material or Synchro Material until the End Phase.

Let's see...
*Able to Summon in Attack Postion = huge beatstick that can run over almost any monster
or
*Able to use as Xyz/Synchro Material = Xyz/Synchro Summon a monster and explode
or
*Able to use effect = possible Levia nuke that becomes devastating / Any other water monster able to use their effects that can become nearly broken with this custom card
or
*Increase custom card's ATK to 1800 = making it easier to summon other monsters

2600 beatsticks aren't that bad. Sure, a sudden one can be problematic, but there's BLS, effect removal, and many other ways to deal with it.

Being a Synchro Material requires you to run level 1 Tuners, or have ALO out to make that level 6. Plus you still wait a turn because you could only do it in your 2nd Main Phase. But then there's WATER Tuners like Deep Sea Diva, which would make this into a Brionac.

As for Xyz Material, you would need another level 6 or 7. You could always pull 2 Levias with this, but that takes two turns. And happens on the 2nd Main Phase. But if you got rid of this, then you would just Summon a level 4 and go for a Rank 4 Xyz on your 2MP.

As for giving it its effect, field nuking IS powerful, and you got other targets for this guy like Abyss Soldier, so this probably should stay.

And 1800 can run over things by itself as opposed to 1400, but you still got TKROs and other 1900 beaters to deal with.
