Essentially, that is what the card is doing. It is sending down a torrential downpour so LARGE that it is creating an ocean(or in this case "Umi" or "A Legendary Ocean").

This card cannot be destroyed by battle. If this card is in face-up Defense Position, destroy it. When this card is Normal Summoned: Place Fog Counters on it equal to the number of face-up "Cloudian" monsters on your side of the field. You can remove 3 Fog Counters from this card; Your opponent cannot activate the effects of any Spell/Trap Card during the turn this effect is activated, card effects cannot be activated in response to this effect. The second version of this card, I have decided(more like prompted *points to Zyzzyzus*) to turn Violent Rain into a Cloudian monster. Obviously, Violent Rain has the appearance to become a Cloudian, so why not? As to be expected Violent Rain has the signature effect that prevents destruction by battle and the inability to switch battle positions without be destroyed. In fact, most of this card's effect is much like Cloudian monsters Acid Cloud and Altus. But then you get a little farther long and you get to the third sentence. I imagine this card releasing a torrential rain on top of your opponent's Spell/Trap Cards. The layers of water build up on top of them, making it impossible for them to be used. Then of course there is the last little effect that prevents your opponent from using cards that would negate this card's effect to keep their backrow safe.
These cards are the first in a line of cards, all of which will be titled "What if it were an Effect Monster?" If you haven't guessed already this Set will be taking Normal Monsters, usually underused and/or nearly unheard of, and giving them an effect that represents the card's Attribute, Type, and its original flavor text. Usually, there will be multiple versions. Why? Mostly, because I can. But if you want a more detailed explanation, here you go. Like all good Yu-Gi-Oh geeks/freaks(I mean that in the best way possible...as if there was a bad way to take it) I believe there is more to a card than its outer appearance and playability in the metagame. A card is like a person, and like all people we all have our different personalities. To put it in a "heart of the cards" kind of way, I am trying to find the personality...no, the identity...that is best suited for these cards. *insert weepy, teary face and lowered head* OCG help is appreciated, as well as constructive criticism. Rate/Hate/Appreciate JUST DON'T IGNORE!
Zyzzyzus
I think that the effect should deal with Cloudians, even the Wikia linked the "battering rain" part from the flavor text to Rain Storm, although it would be interesting if you took some other Normal Monsters like Weather Control and make them have a Weather/Field Spell manipulation theme. Also, there shouldn't be a colon after a bullet point in the card text.
I thought about making it Cloudian related, but I am trying to stay away from using any Normal Monsters that are involved in Archetypes, so I didn't see the point in making cards that supported an archetype. But...I'll think about changing it up. Thanks for the idea.
