Monarch style Gemini. Is this balanced?

Tell me what you think. Gemini Monarchs could be interesting, as they allow some even more powerful effects. Don't know have fast/competitive this kind of thing would be...

It's underpowered, as it actually requires to be Gemini Summoned. That fact alone makes this card bad since it doesn't benefit from cards like Supervise etc. etc.

Wait... I hadn't intended to make it immune to the effects of Supervise. How would you word the card in order to allow Supervise and the like to work with this? I'm also unsure as to how far the effect should go. Judgment Dragon style could be too far... but it needs something pretty damn useful.
