Lore: Send to the Graveyard, from your hand or your side of the Field, monsters whose total Levels equal that of a Ritual Monster in your Deck. Banish that Ritual Monster. During your 2nd Standby Phase after the activation of this card, Special Summon the Banished Ritual Monster. This Special Summon is treated as a Ritual Summon using the Ritual Monster's appropriate Ritual Spell.

Explanation
What I have tried to make here is a Gold Sarcophagus/Future Fusion-type deal for Ritual Monsters, based entirely on the difficulties I've had personally myself. As I'm sure you all remember, Advanced Ritual Art made Ritual Summons a LOT easier by sending monsters for the Ritual from the Deck while the Ritual Monster was in your hand. However, that setup left the problem of a Ritual Spell card (ARA included) while the Ritual Monster is buried in your deck and you're fresh out of Manju of the 1000 Hands/Senju of the 10000 Hands/Sonic Bird. Not any more. This does the exact REVERSE of ARA, offering monsters from the Field or hand and using the Ritual Monster from the Deck. To prevent this from being used to consistently first-turn a Black Luster Solder, Magician of Black Chaos, or Masked Beast; the 2-turn delay of Future Fusion is used, banishing the Ritual Monster from the deck in the meantime.

Seems a bit OP, but overall the idea is good. If this were implemented, it would be primarily used for Xyz summoning. I like your idea, but it shouldn't be a Ritual Spell card. Make it a continuous spell like Future Fusion. Then it wouldn't become as abusive as Red-Eyes Darkness Metal Dragon.

[spoiler='The update in this post has been reverted, ignore it.']The idea here is that usually the reason you can't Ritual Summon is because you only have the Spell and Ritual fodder, but not the target monster, or vice-versa; this takes care of one half of that problem.

Uchiha was dead wrong about the card being broken =/

Switch it back to a ritual spell. As a continuous spell, you have to keep in mind that Mystical Space Typhoon is at 3 and that Havy Storm is at 1. You have a high chance of wasting resources if this was blown up by one of those cards as q continuous spell and that pretty much offsets anything remotely good it had going for it, especially when it's way too slow for the game and is always going to be a -1 or more in the long run.

The only real problems are Demise, who is better with Advanced Ritual Art than a Gold Sarcophagus, and Herald of Perfection, who doesn't need this at all.

tl;dr him telling you that a gold sarco for ritual summons was "OP" wasn't right in the least.
