Nice card but I still think your having trouble uploading you cards. I digress. What is the Benefit of this card? all your doing is going back in time.
The image is a nice touch.
The name fits the image and the effect.
I can't see the balance because this card is not explaining itself.

Well, the benefit of this card is we can back to Draw Phase to Draw 1 more card or back to battle phase so the controlled monsters can attack again.

This card is literally breaking the game mechanics. Literally. I'm not sure how it actually works as per the rulings; E.G: Can your monster attack again if 2 battle phases are conducted during the same turn?

If the aforementioned is possible, then it would be as broken as Nightmare from SCV. There's no effect to balance the time rewinding abilities out and there are virtually limitless ways to play this card. In its current state, it's probably Jar of Greed levels of usefulness. It's a staple in every deck IMO and it would be perma-banned if it was actually released.

There's a reason "An Unfortunate Report" only works for your opponent. At the moment, it's main use would be either a double-drawer, or to allow "Monarchs" or "Gladiator Beasts" more chances to wreak havoc on your opponent (since this would give you two Normal Summons or two End Steps), if your wording means "After activation: Conduct the previous Phase". At the moment, there is little way to balance it, since it could be a semi-staple in quite a few deck-types, replacing "Jar of Greed", "Double Summon" and others.
